Copy a video DVD

How do I copy a video DVD to both my PC and a blank DVD. What software is suitable (freeware preferably). Trying to use Windows I get an error code of ox80030309

The dvd is protected by drm. legally you are not allowed to copy the dvd to either your pc or to another dvd.
