I understand that converting an MP3 file to MIDI is a difficult matter. I have downloaded and tried several Free converters most of which say in the blurb before downloading that they do MP3 to MIDI but when installed that is not the case at all. (they go MIDI - MP3 and others). The reason I'm after this conversion is that my wife's mobile phone will only accept MIDI files as ringtones and she has a particular MP3 file which worked well on her older mobile phone.
Only one converter I've downloaded worked the conversion but was so far off that it was unusable.
Does anyone have any tips on such a converter (preferably FREE)?

That's quite a task.
If you're talking monophonic, single-instrument MP3 it shouldn't be that difficult, but taking a multi-instrument track and converting it to MIDI would be a huge task.
It would be harder than asking someone to listen to an orchestra and write the score from what they heard (including identifying every instrument). Or tasting a complex dish and writing the recipe from what you taste.
Do you understand what MIDI is? It's a set of instructions to play the music and has nothing to do with the "sound" file.

Having said that, I'm sure there is a program to take a simple ringtone and convert it to MIDI.
