System won't install OS

Hi everybody. I have a problem loading operating systems.
Windows hangs on the load screen. I was trying to format it but it failed.
Than I was trying to install Linux and it failed too.
Afterwards I took the HD out and installed Linux over an external adapter which I connected to my laptop (without errors). At the end i put the HD back into my PC. The same problem appeared on the Linux start up.'
I noticed that the problem appears after the system check and the black screen (when you keyboard LEDs are quickly going off and on again). Could it be that the voltage drop causes the hang up?
P.S.: I've tried a different HD but without success.

 It sounds as though there's a hardware fault in your PC.
Although it may have something to do with the hard disk, it could be something else too.
Here are some thoughts:
- Yes it could be a power supply problem. Try disconnecting the power to unnecessary devices and removing unnecessary cards before booting.
- It could be a problem with the hard disk controller or connections or settings.
- It could be a basic system fault such as a bad connection, short circuit, faulty card, faulty RAM and so on.
Has the system ever worked or is it newly built?
Go back to basics. That is, remove everything that not essential for the system to boot, use just one stick of RAM and check the motherboard installation.
But also remember that you can't necessarily place a pre-loaded disk in a PC and have it boot. Paul Zucker

What sort of FORMAT was performed ?, How was it performed ?
How did the FORMAT fail ? (Error message would be *very* useful).

Disregarding the 'boot order' in the BIOS:
If your system won't boot from the Windows media try holding / pressing F12 at boot time and selecting 'CD-ROM' (or similar) and boot of the Windows installation media (assuming CD or DVD here) with the Hard Disk Drive internally installed in the PC you want it to be a 'part of'.
As Zucker said: You can't install an OS on a different PC and expect it to work when the HDD is changed to another PC. (License issues, different chipset, installation to a USB HDD that is 'no longer' a USB HDD in the target PC, etc).
If you're after HDD 'clone' capability. Google 'Clonezilla'.

Windows won't recognise non-Windows formats/partioning.
Remove/delete the partition, then use Windows to remake it (not Linux or Apple)
You can use the HDD manufacturer's setup utility to format and partition your hard disk drive. Go to the hard disk drive manufacturer's website and find their setup utilities (if they offer them...)

(It's a well known fact, that even with a new cable they are faulty...from the very start.)
Especially if you are trying to use an old one....with a brand-new HD,these HD cables do have different 'Speed Ratings', you know.
Also, double-check the HD jumper....to make sure it is set....as Master. (If the HD is only one in your PC!)
This will cause the BIOS ....to keep reading the presence...of the HD.....wrongly. So some devices do not work properly or detection of your peripherals is off and on case. Try removing some of your devices. Don't put 2 or more hard disks in your PC as it may cause unusual problem when booting or installing OS.
